One Person's Opinion in Support of Question #3 - Citywide Technology

Technology doesn't expire (at least very quickly) but the private sector drives it leaving those of us who work in the public sector attempting to achieve newfangled results with old hardware and software and it can get very expensive to maintain older stuff the older it gets, both technology-wise and personnel-wise. A bond is about the only chance the public sector has to refresh things like technology; the annual capital outlay budget usually isn't enough to do the job.

You are correct, that is the lifespan that is built into technology by the developers/manufacturers and sometimes it's not even that long. Is Scottsdale going out for a technology bond every three years?

ay for the technology the public sector uses: capital outlay (to buy machines and software) and maintenance and operations (to repair machines, maintain networks and pay those who do those jobs) and those costs continue to escalate as machines and software age.
