Doug Reed's Update on the Scottsdale City Council October, 2016

In the upcoming election, we have two candidates running for Mayor and four candidates running for the three City Council positions. For Mayor, Jim Lane is the incumbent and Bob Littlefield is the challenger. For City Council, Suzanne Klapp, Virginia Korte and Guy Phillips are the incumbents, and Dan Schweiker is the challenger. I picked out four issues that seem to dominate and here are the candidate’s positions:

Lane, Klapp, Korte and Schweiker are generally supportive of denser and taller developments.
Bob Littlefield and Phillips are generally against excessive density and height

 Against light rail-Lane, Bob Littlefield and Phillips are against. Littlefield and Phillips are vehemently against, Lane a little less vehemently.
Klapp is against, but supports some form of high capacity transit.
Korte wants light rail.
Schweiker wants to consider all options.

Phillips is absolutely 

against the DDC
Bob Littlefield is absolutely against the DDC and in favor of a public vote
Lane is not in favor of the size and scope that has been proposed, wants a citizen’s vote and wants to amend the City Charter
Klapp favors a somewhat limited DDC, but feels that voters should decide if funds for DDC must come from new bonds or from preserve funds (existing bonds)
Korte is very much in favor, and supports a vote after the scope of the project is defined
Schweiker believes in the project and believes that City Council was elected to make these decisions, so no vote is needed. He reserves judgement on both location and design until he sees a concrete proposal

We have acquired 415 more acres consisting of two parcels East of Pima and North of Dynamite. The cost was $30 million. Bond funds were used for the purchase. This probably will be the last land purchase for the Preserve.

The status of the DDC is unchanged after a 2 hour discussion at a City Council work session. The purpose of the session was to get the Council to agree to have us vote on a change to the City Charter. The change under consideration would have required a public vote to approve most construction on Preserve land. This was aimed squarely at the DDC, but would apply to any future construction except trailheads. Councilmembers positions were:
Phillips-Citizens should have the right to vote on any major projects
Littlefield (Kathy)- Wants to protect land from commercial development at all costs. Council must ask permission of the citizens
Lane-Size and scope as suggested is too large. Citizens have a right to vote on the issue.
Milhaven-Can’t support Charter amendment. Take no action now
Korte-Supports DDC. Take no action now
Klapp-Take no action now
Smith-Charter amendment is not appropriate. Take no action now. It is inconceivable the Council would not send issue to voters

In the end, the Council voted to do nothing at this time, with Lane, Littlefield and Phillips dissenting. The bottom line is that Council is going to wait until they get the design proposal next summer before doing anything.



We voted to approve $12.5 million to repave (the City advertised) 140 miles of deteriorated pavement. We will actually get about 38 miles for our $12.5 million. The reason for the difference is that the City when they promoted the project, was talking about “lane miles”. A lane mile is one lane of a street repaved for one mile. Thus, a four lane street repaved for one mile would be four lane miles.
It would have been worse (the original projection was for only 29 miles rather than 38)  until your Bond Oversight Committee pointed out that wheelchair ramps, which constituted a large percentage of the cost, were being included with the bond expenses. The ramps will now be paid for using transportation sales tax money, resulting in all of the bond money going to repaving.


Lone Mountain & Cave Creek-Architect has been hired to design the station for $311,000, which is $70,000 less than budgeted. Construction should be completed about the end of 2018.

Jomax & Hayden-Construction should start early next year to be completed mid 2018

Station relocation-A location on Indian Bend near Pima has been purchased for $250,000 more than budgeted. The property owner is threatening to sue, but the court should give the City the right to build while the potential suit progresses. Legal expenses will be paid using bond money.

Overall, the cost to build the new stations looks to be in excess of $400 per square foot. That seems a little high to me so I will keep questioning City staff.
