2 ISSUES COMING UP
1: ELIMINATE CITY SALES TAX ON FOOD
2: PRELIMINARY DISCUSSION ON CITY BOND ISSUE

EMPHASIZE THAT THESE ARE PRELIMINARY ONLY-JUST GETTING STARTED. MOST OF US ARE GOING TO HAVE AN OPINION ON THESE ISSUES. AT THIS POINT, THE COUNCIL MEMBERS MAY NOT BE COMMITTED ONE WAY OR THE OTHER YET, SO WE HAVE THE BEST OPPORTUNITY TO SWAY THEIR OPINIONS.

TOWARD THAT END, I HAVE PASSED OUT CONTACT INFORMATION. IT IS IMPORTANT TO TELL THEM THAT YOU ARE A SCOTTSDALE RESIDENT.

CURRENT CITY SALES TAX IS 

1.65% ($1.65 PER $100 SPENT) AND IS EXPECTED TO GENERATE $163 MIL THIS YEAR, UP $34 MIL ON THE LAST 5 YEARS. OF THAT $163 MIL, $11 MIL COMES FROM SALES OF FOOD FOR HOME CONSUMPTION. ELIMINATE THAT TAX AND A FAMILY OF FOUR WOULD SAVE ABOUT $200 PER YEAR. THE IDEA HERE IS, INSTEAD OF INCREASING SPENDING AS MORE TAX MONEY COMES IN, HOW ABOUT REDUCING THE TAX?

QUESTIONS ON THIS PROPOSAL-ON WHAT FOOD 

IS THE TAX TO BE ELIMINATED (IS CANDY FOOD?); HOW ABOUT SODA?

ARGUMENTS FOR ELIMINATION: VERY REGRESSIVE TAX, REDUCING TAXES IS A GOOD THING.

ARGUMENTS AGAINST: TIGHT BUDGET, CITY NEEDS THE MONEY

THE POINT HERE IS THAT THIS IS AN ISSUE ON WHICH WE HAVE ADVANCE NOTICE AND HAVE AN OPPORTUNITY TO HAVE AN IMPACT.

CAPITAL IMPROVEMENT BONDS-I’M A LITTLE BIASED-I BELIEVE WE SHOULD PASS A BOND ISSUE-JUST A MATTER OF HOW MUCH 

A LITTLE HISTORY-IN 2013, WE VOTED AGAINST A $212 MIL BOND PACKAGE. POSSIBLE REASONS-ECONOMY NOT TOO GOOD, VOTER ANGER AT THE WAY THE VARIOUS BONDS WERE PACKAGED, AND LIMITED VOTER CONTROL OVER HOW FUNDS WERE ACTUALLY SPENT. CITY COUNCIL IS CONSIDERING TRYING AGAIN THIS YEAR IN A SPECIAL ELECTION. THEY WOULD LIKE TO AVOID HAVING THE BOND ISSUE MIXED IN WITH THE 2016 GENERAL ELECTION.

COUNCIL SUPPORT
MANAGEABLE NUMBER OF PROJECTS METHOD OF PRESENTATION TO VOTERS

INDIVIDUAL LINE ITEMS
MORE THAN 4 CATAGORIES, BUT NOT INDIVIDUAL ITEMS PRIORITIZED
CONTROVERSIAL ITEMS LISTED SEPARATELY

CITIZENS TASK FORCE TO OVERSEE EXPENDITURES-PROBLEM HERE IS THAT BOND REQUEST AMOUNTS ARE BASED ON ESTIMATES FROM CITY STAFF, NOT ACTUAL BIDS, AND ARE FOR FOR FUTURE PROJECTS. NEED IS FOR A WAY TO INSURE THAT INTENT OF VOTERS IS CARRIED OUT.

SO-WE HAVE THE OPPORTUNITY TO INFLUENCE THE CITY COUNCIL.

IT’S EASY TO DO. LET’S EXERCISE OUR RIGHTS AND OBLIGATIONS AS CITIZENS, AND TELL THE CITY COUNCIL WHAT YOU THINK.

Let your views be known. Come to the Council on Monday night and hear the debate. Councilmembers who are trying to keep the costs to citizens low can use your help. When large amounts of money is on the table, large numbers of special interest groups are there behind the scenes to make it available.
